My fiance and I have 4 cats and a large dog. Where in the US can we live? We haven't found ANYTHING.

I live in California but I'm trying to leave. I'm from Nevada, tried Cali...it didn't work.

However during my adventure in this state we have acquired 4 cats and a large dog (Shepsky). I absolutely adore them. They're all special needs (3 cats are inbred with varying concerns and the other has a tumor, the dog has serious abandonment / codependency issues...he was also abused by his previous owner so his anxiety is pretty bad). There is a 0% chance of us rehoming them so please don't suggest it. I don't trust anyone else to care for them as they all have special needs and need special care.

They are all very well behaved considering the circumstances. They're potty trained, the dog is SUPER quiet (he was trained to never bark by the previous owner so at most he will cry), and none of them are destructive. The absolutely worst behavior I've noticed from all of them is one cat likes to swat at my and my fiance's ankles.

We can afford $1500 per month and can pay extra on the deposit + pet rent.

A lot of people suggested Texas but I have tachycardia which is very difficult to manage in hot climates, and because our dog is a shepsky he's built for colder weather, he'd be miserable in the heat. It'd be like a polar bear in the desert. We can handle areas with warm summers but nothing like Texas, you know?

If anyone has any ideas, leads, recommendations...anything. Please please let me know. We're trying to move asap.
