Question about rehoming fee for a puppy

Hey everyone,

So a couple months ago, my girlfriend and I were told some friends we wanted to get a dog together. One of the friends who were in the conversation just texted me saying he knows of a friend of a friend who has a liter of toy poodles who were born a couple days ago and are looking for people to adopt them (pick up in 2 months). He said they are looking for a rehoming fee? What is that exactly? Is this normal? We’re kind of new to this and not sure what the whole process is.

I have read that people who do this are usually considered “backyard breeders”? And that people should adopt instead of buying from these people. We are totally open to adopting but just wanted to ask here since my friend just informed me.
