Look, I get it. They make it so hard under the idea that they don't want the pet to come back. But I think overly difficult, policing adoption applications are just feeding the problem they're trying to stop. If someone wants to adopt a cat, they're going to adopt a cat. And they can either adopt the spayed/neutered one with a microchip, saving it from euthanasia and freeing up shelter space, or they can buy the 6th litter kitten that cost $20 on Craigslist.
Plus I think it's important to ask...is it really so bad for a dog to go to a smaller size apartment where the owner takes them on walks to the dog park since they don't have a cage, or to have that dog rot in a cage for months while waiting for the "perfect" owner.
I just feel like you can't have it both ways. By making it easier to re-home abandoned pets, you lessen the demand for people to do back alley deals with shitty breeders. It's kinda dumb to be angry at people for doing something while also making it potentially impossible to do it the way you want.
