Super Shy, skiddish Dog help!

Just adopted a beautiful Staffordshire Bull Terrier Mix, ( Dog tax https://i.imgur.com/IHiALmI.jpg) . She was a little shy at the shelter but to be expected since it super loud. She clicked with us and we brought her home. She get alone with our other dog (Corgy / Chiwawa mix), and 3 cats so far so good, No growls, no nips. But the biggest issue is she is Super Shy, and will lock up at a moments notice. We have to littlery carry her 40lb but around the home since she will not walk on her own. She just say where you left her or she will walk in the same way a cat dose when about the jump something. Right now if you replaced her with a stuffed animal nothing much would change, she that scared to move. Right now if I work at it and pet her for 20-30 min she begin to open up slightly, and love cuddles but We would love to get her to the point that she can walk to the water bowl on her own with our being carried, as well as once she able to not freeze up so badly house train her much better. Any ideas?
