Why can't you cut double coated fur/why doesn't it grow back right?

I've heard that if your cat or dog has double coated fur, that you should never cut/shave it unless medically necessary. I understand why for temperature regulation reasons, but often when people say this they also say it doesn't grow back right/it'll never be the same afterwards... Why is this?

Like... Doesn't fur replace itself?? Like there's a summer coat and a winter coat, not to mention just the regular constant replacement that even we humans experience with our hair. So.... Wouldn't the fur be fine after a year? Two or three max... Right?? (Just based on how long human hair growing phases last, idk how it works with cats and dogs, I presume with double coats it's mainly the undercoat that's changing with the seasons but yea)

[Mostly asking bc my cat has double coated fur and I once trimmed his belly in the summer one year to try and help him keep cool - before I knew better, and now I'm worried that I messed up his whole system, on his belly at least...]
