Diabetic cat very boney

I have an 8 year old cat. I found out my cat has diabetes on the 20th. I have been giving him an insulin shot at 8am and 8pm. He gets 2 units of u40 insulin. My cat is a free grazer (Rachel ray, dry food, I know it's not the best but my vet didn't seem too worried about it), he can eat when he wants. My vet has decided not to change that aspect of his diet. Although I have been giving him cans of wet food an hour before his shot, he eats about 2.8 oz of wet food. I noticed he was losing weight about a month before I took him to the vet. I have another vet visit in about two weeks to check my cats progress. Although my cat has been getting his shots I am very concerned about his weight as it seems to be at best the same, and at worst getting worse. I am able to feel his spine, ribs, and the double pointed bone near his tail. When I initially asked the vet on the 20th about his weight he simply told me to wait and see. Should I be feeding him more before his insulin shot? Should I try to condition my cat to eat more of his dry food (I'm sure he would if I rubbed him while he ate).
