In need of advice wrt to my cat's eye problem

Hi Everyone,

This is my first post ever. My beloved cat has been dealing with persistent eye itching and a tad of self injury. I have tried several things but no relief yet. Below is a description of our recent journey with her beautiful eyes. I appreciate any advice 🙏🙏🙏

History:

She has been generally healthy, except five-ish incidents of strange breathing which when happened reminded me of a mix between a human gasping for air and coughing. Her vet checked this out with a general exam and mentioned that she is fine and suggested chest X-ray if I want to no further.

Early December 2020, I caught her scratching one eye exessively. The eye got all puffy with brown discharge which at the time I thought was blood. After an emergency visit, her vet said it's probably conjunctivitis due to infection and prescribed Theramycin twice a day. My cat got a cone as a cautionary measure. She did not like the cone, obviously, and I naively took it off. A few days later she had injured her her other eye, creating a small ulcer. After another emergency visit, the other eye got the same diagnosis ( plus giving the medication four times a day) and she had either the cone or one of those donut thingies the whole time. After three weekly visits, her vet suggested that she seems to be better and I can take the cone off and stop the medication. When I did that, she went all crazy on her eyes making both eyes super puffy. After seeing this, I got an emergency visit from an opthalmologist who diagnosed her with environmental allergies and prescribed diclofenac sodium. I removed any plants, changed her food to the limited ingredient ones ( blue buffalo chicken) with a different protein type and recently changed her soil to %100 dust-free (was using 99.9 scoop away before). In the meantime we moved to a new apartment with no carpets from a carpeted apartment. After 10 days of diclofenac, before going for a check up with her opthalmologist, I took her cone off and she went at her eyes again, making them super puffy. Opthalmologist said she is not getting better and with all the side effects in mind prescribed a steroidal eye drop. After 8/9 days or so, yesterday, I took her cone off to see how she is. She is still scratching her eyes exessively when grooming but with the difference that they aren't getting puffy. After 24 hours or so, she is still doing it so I decided to put the donut back on.

I really don't know what to do. I'm doing everything I can but I feel like the doctors are very much trial and erroring and I am running out of money and would need help identifying solutions that could lead to her diagnosis and recovery faster. This got too long! Sorry about that, I appreciate any feedback!
