Urgently need advice about dog eating/choking on tissues or tissue paper

I have a very small dog that is 13 and has recently gone completely deaf. In the last few months she has started eating anything the consistency of tissues that she can steal from the bathroom trash. It wasn’t hard at first to do things like just keep her from having access to the bathroom, etc. But it’s getting extreme, and tonight I found her choking herself on a 1/2 inch thick and 1 1/2 inch long folded piece of tissue-like paper that I have no idea where she got it. She is very well trained and well behaved, but with her recent deafness, it has been impossibly hard to break her of this new habit, or to even make her realize she is being scolded, and tonight’s incident scared me. Does anyone have advice on what I can do, and why she may have started this all of a sudden?
