Guinea Pig’s Refuse to Bond!!!! Help!!

I got Bella as a rescue 4 months ago. She had just turned a year old. I got her a friend, Rosie, not long after getting Bella. Rosie was a baby, only 7 weeks old, so Bella was dominate. They got along and were housed together after 2 weeks of meeting. Bella had never been housed with another pig. Rosie sadly had a heart attack and passed. So, I got Ruby from a breeder. Ruby is 7 months old. She is very submissive and is, frankly, a big cry baby. Bella and Ruby are both very attention-hungry and jealous, despite us never showing favorites. Bella is very attached to me and will not leave my side when she it loose. Both pigs cry and beg for treats when someone enters the room. They are both spoiled and eat well, so I do not think health is an issue here. Bella refuses to get along with Ruby. Ruby used to come to Bella and try to be friends, but now she is terrified Bella will bite her. They were introduced in a neutral area and blood has never been drawn. Whenever they try to fight, we break them up and Bella runs to me for comfort, no matter how much it was her fault. Ruby does not try to fight or show dominance in any way. It has been a month now and I am still not able to keep them housed together. They are both in separate cages, right next to each other. I find them often talking through the cages and they were seemingly fine. The cage is 9 sq foot, so it is big enough for 2 pigs. I’m not sure what to do and I don’t want to give up on them!! Please help!!
