Roommate using essential oils in his room?

I smelled something like eucalyptus in the living room after my roommate had left his room to get something & went back inside. I immediately panicked and rushed my cats out into the courtyard opening all the windows & didn't let them back in until the smell was gone. We live in a small apartment & I'm worried my roommate is using an essential oil diffuser in his room, and it floods a little into the living space when he opens his door. It's very late at night and I think he turned it off and went to bed.

I'm allergic to fragrance & my cats and myself have asthma, but of course the roommate I'm stuck with just has to love scents. Plug ins, candles, sprays. It's been a headache and a half for almost 3 years dealing with this. When he first moved in & this quickly became a huge problem, I had to bend and agree to let him use them but only in his room, however it doesn't help me much at all. His door is always closed and my cats never go in there, but whenever he's using something, the smell rushes out into the apartment every time he opens his door even if he closes it behind him just for a minute to use the bathroom or grab something in the kitchen. The scent will linger for like an hour each time. It's annoying as hell even though he is trying to be discrete, but if it's essential oils, I'm now very scared.

So my question is I really wish I could tell him to stop using the oils altogether because I'd NEVER let that stuff into my house with how lethal it is to pets, but if he just uses it in his room and I leave the apartment windows open, is it okay & not worth the conflict we're about to have?

Because I am so tired of having to ask him to stop using scents (over the years he would forget and spray stuff in the living room), I feel like such an asshole & he already isn't a fan of me, but I'm also so over this. I wish he wouldn't use any at all, even in his room, but this is his home too and I hate my life. (for the record I keep the apartment clean & all my cats' business is in my room. i have 2 air purifiers running 24/7 in my room and the living room. So if there's a motive for his fragrance use, i think he's just covering his own stink. that or I'm too used to my cats' natural aroma, but he isn't)
