Getting my Class ll permit in Florida

So I’ve wanted a Serval (exotic cat) for almost my entire life. I’m originally from Chicago and now a Florida resident. Some exotics are allowed here with a permit. Servals fall under a class ll type and I want to be sure I have my ducks in a row before purchasing one.

1. Are servals allowed in ALL counties as long as I have a permit?

2. Where should I look for volunteer work? (I must complete 1000 hours along with my application).

Any information is helpful. I’ve never done anything similar to this before. I’m excited but not excited enough to jump in before I’m ready.
