Has a stray adopted us?

Living in Central Florida we have a large stray cat population due to their trap, spay/neuter and release program. They will come around and feed them in the neighborhoods so they never move on. We have had several running around our yard and sitting on ours cars but there is one we see the most. It's a small tuxedo cat we have nicknamed Boots and it seems completely comfortable in our yard, to the point we have found him sitting on our doorstep. I've come home from work and had him sitting there, just staring at me. We have tried to shoo him away but most of the time but he just stares at us unaffected. Now I will mention we have never fed him or any of the cats but we suspect the previous owners have because we have found empty cat food tins when we moved in so we suspect that's started this. The thing is since he's still sticking around despite not being fed makes us think he's adopted us and we are not opposed to it but the other strays are a concern. Epecially the health issues he or they might have. Even just putting out food for him, we don't know what would deter the others from taking part. What is the best course of action?
