How do you use the words lay /lie down, down or off (I don't know) when teaching puppies?

OK well, I have 6 little puppies born in March 15, (tomorrow they will be 1 months old) still, I'm trying to get them to potty, but sometimes I can't trained them to potty outside (😩 the stray dogs are always jumping and interrupting, and the puppies get distracted, they won't learn like that)... If I tell them to sit they are hyper / playful and I know that's normal, but they're getting the hang of it, they do sit... But if I want them to lie down on the floor, how do you say it? And do they have to stay sitted?

And if they're on top of something, (I know they can't still jump on high surfaces yet) Like for example when they get older and they're on the bed, do I say "Down" I don't want to confuse them.
