In desperate need of guidance and reassurance

Last week my fiance and I adopted a puppy. He's an 11 week old Shepard mix mutt. And I am already at my wits end.

At all hours of the day if he is not in his kennel he is constant risk. He won't play with his toys on his own or with me when I'm trying to engage him. He wants to play with anything but. I've removed all the cat toys that he can't play with and I picked everything up off the ground that I can. I am taking him outside at least every 30-60 minutes and we are consistently having accidents in the house.

He is completely unresponsive, his name, a whistle, a "hey", and loud sound nothing gets his attention.

I have had dogs all my life (27) and never have I struggled to engage with a dog before and my fiance has never had dogs before.

I'm totally at a loss of how to engage with him effectively. He clearly has energy but I can't get him to expel it in a safe and positive way. Please if you have any advice I'm in desperate need.
