Throwaway account, although I'm not convinced my neighbours will see this. Live in the UK.
My next door neighbours have a dog that frequently gets out into our quiet cul-de-sac through a dodgy gate and it's usually muggings here who ends up taking it back to them. Recently I've noticed that it seems really thin around it's back legs and hips to the point where I can see it's rib cage. When I brought it in early this morning I could see it had white bits in it's fur, which were easy to spot because it's black.
I'm not sure on it's age but we've been here nearly seven years and it was fully grown when we moved in. I think it's a black Labrador Retriever.
How do I tactfully find out if they are looking after it properly? Like I say we live on a quiet cul-de-sac, so if I call the RSPCA after asking them about the dog it's going to be obvious I called them.
