UTI or not?

I took my male cat to the emergency vet 3 months ago because he was acting bizarrely. Going to the litter multiple times in a 10 minute period, soft meows that I couldn't tell if they were cries of pain or not, and a marked decrease in urination and defecation.

The vet ruled out leukemia, uti, and an infection but said his urine was cloudy. I took him back 2 days later as I hadn't seen him urinate and vet said his bladder was empty. He gave me some anti-inflammatory meds and gave the cat fluids.

The whole visit cost me $850. He seemed to be back to normal until the past few days. He's having the same issues again and it's just hard to tell whether this is an emergency level event where I need to rush him to the vet, or if it's not.

How do you tell?! I could possibly have enough money to treat him in the case of a uti (1500-2000$) but if I keep taking him when I think there's something wrong and get dinged with 600$ vet visits occasionally I won't have the money to treat him when it really is time.

I have this litter called pretty litter and olive green indicates normal and red indicates blood. The blue/dark green indicates increased alkaline levels and he has a mix of blue/dark green and olive green.

How do you cat owners honestly handle the stress of trying to know when it's life or death and when you're mistaken? I feel like if I can't accurately determine what's an emergency and what's not, my cat is going to die due to a lack of funds which is just a horrible feeling.
