What's the difference between new and used cats?

I have an elderly cat and was looking for advice on maybe adopting a cat because my current one I had since a kitten is 18 this December. Without a cat I'm afraid my father who is also elderly will not be able to cope. So I wanted advice on introducing a new cat into the home while the male 18yo is still alive. What's the difference between new and used cats? Around here in Canada they offer a program that allows you to adopt a cat while paying some of the vet bills. I have a friend that has all the vet bills paid for because he adopted a cat with a curable illness. Makes me wish I could kind of adopt my own cat in some way because I can't see any other way of affording to keep him alive. Which is kind of sad. Just to have blood work and an ingrown nail done they charged me 400 dollars and an extra 160 for 3 hours of cat TLC (which involves putting the cat in a non soundproof kennel in a crowded room along with other pets who are recovering that is only 8x8 pretty much a closet) They also messed up and forgot to clip all of his paws and when they had to do it they didn't need anesthetic it seems. Only when I was paying for it. Claimed my cat was too violent and vicious when it was barely even moving. Didn't eat for two weeks while they were trying to get us to feed him pills while knowing he wouldn't eat due to the pain of the claw trauma. I tried to google "What's the difference between new and used cats?" into google but it didn't come up with an answer, and it seems I'm the first to poise such a question on reddit.
