A stray cat in my neighborhood

I don't want to be seen as wrong for this, so let me just point out right off the bat that I'm not trying to steal anyone's cat. For the last year, there has been a cat that comes to my back patio door who is the most loving and adoring cat. He's super cuddly and friendly and loves to roll around and cuddle up next to you and he's cross eyed! I've recently figured out he's a long haired siamese.

Lately, he's been wanting in my house and as much as I'd like to let him in, he's filthy and his hair is matted in certain places because he is long hair and I'm unsure of whether or not he has any diseases or vaccines. I set up some water, food and a little bed out on my patio for him that he takes advantage of and was planning on taking him in, but I wanted to make sure he didn't have an owner first.

So I took pictures of him and put him in a local lost and found Facebook group to see if he had an owner in my area. As it turns out, he does, but I was informed that he was a stray in the area when they ran across him and they decided to get him chipped and let him roam around outside. Apparently it's very difficult to keep him in. I'm unsure if it's true that he's actually chipped, but I'd like to go double check and make sure.

It sounds rude, but I feel like I could take better care of him than the people who originally ran across him. Again, NOT trying to steal anyone's cat. I just feel bad for him and don't know what else to do other than keep feeding him and providing him a little bed.
