Can somebody give me detailed arguments and other sourced information why cats need at least 2 litters?

I have this friend, and we had those cats for several years, but I don't live with that person anymore, and she recently moved out and she only has 1 litter for 2 cats, but she had 2 litters before she moved.

I know the rule is at least 3 litters for 2 cats (number of cats + 1), I've tried arguing with her, but she won't listen. She keeps complaining that the male cat is peeing next to the litter and in the bathroom. I just want some answers here that could make her change her mind. I might link her this thread in hope.
