In need of advice

I have had this dog the longest, out of all my dogs. My oldest pets are my two cats, Dave and Cali (Which are total bad-asses). I recently got a new dog, his name's smokey, he's a little younger but smaller than my older dog, Major, and he constantly tries to assert dominance over major. Major doesn't fight back for two reasons, 1. He's gay (I'm not sure if that effects anything, but he only humps boys, he's never humped a girl) 2. He has never been exposed to aggressive dogs. Smokey has literally attacked Major and major didn't move, he just let it happen. But if major wanted to, he could easily shred Smokey to pieces.. why doesn't he fight back? Why doesn't he assert HIS dominance? Is there anything that I can do to help him? Also, if you're wondering about the cats the cats are fine, they whoop both of their asses! (Especially Dave, he's a huge black tomcat)
