Sorry this is longer than I thought.
The very first time myself or my other neighbor (call him M) found this dog (who I’ve started calling Doug) we didn’t even know what home he belonged to and thought he was a stray. He was out in the rain, no tags or collar, covered in mud and actually quite thin, seemed young like barely out of puppyhood. I wouldn’t say he looked abused but he didn’t seem loved either and was desperate for attention. He didn’t leave my side the whole time and I dried him off and gave him food and water, which he scarfed down. I kept him in my garage until someone could come take him, as I have a dog selective dog and poor Doug wouldn’t be safe or comfortable in my house.
M took him for a few days then brought him to the shelter.
Then, the second time, my across the street neighbor (call her J) took him and told me that it’s her next door neighbors dog (the house across from me). So good, now I knew where Doug lived.
So that’s two escapes that i personally was involved in, and I know of a few more that were on our neighborhood page that I wasn’t involved in. But the thing is, dude isn’t doing anything about it. The dog still has no tags or collar and is left outside by himself for hours at a time while the family is not home. It’s starting to get hot here in the south too.
Id like to add that having no tags on a dog, as well as leaving them unsecured outside, are both against the county law here. If the dog is prone to escape, they must be put on a lead or kept inside.
I called animal control a few days ago after Doug got out again, and they said as long as the owner keeps coming to get him, there’s nothing they can do, even if the owner is breaking the law the way he is.
Today, I was grabbing something from my vehicle, and here comes Doug. He sits next to me, panting heavy and is filthy. I give him water- he completely empties the bowl. I walk to J’s house and we take him next door together. The neighbors are not home but talk to us through their doorbell cam then unlock the door so we can put Doug inside. I mention that the dog shouldn’t be left out with no one home and that he needs tags, dude ignored me completely. J shows me the side yard where the dog is escaping at a gap under the fence.
So, what can I do here? Legally, I get that the dog is theirs, and he’s microchipped. But they clearly don’t give a crap about him; they leave him outside alone for hours in all weather (rain, heat), they won’t put tags on him. They just seem like awful dog owners and I wish I could get him out of that situation. The dog seems starved for attention, food and water whenever he comes over here. I guess I also just needed to vent. Poor Doug.
TL;DR; neighbors dog keeps escaping. They aren’t taking any steps to solve the problem. Dog is obviously not loved or cared for, or at least minimally. Don’t know what to do.
