Relocating dog during covid-19 (advice needed)

Hi,

As my girlfriend will now need to leave to Europe from the US due to covid-19, we wanted to send our dog with her for comfort.

Does anyone know what the situation is like now and whether we can do anything? We heard that there seems to be an embargo for all pets and live animals at the moment.
