Cat Howling During the Night

For the last two months, my 4.5 year old neutered male cat, Garbanzo, has been howling every night starting around 12am (shortly after we go to bed). He grabs a small cow stuffed animal (a toy he's had since kittenhood) in his teeth, and wanders around the house loudly howling. It sounds almost like he's in distress or sad about something. He's not very vocal otherwise, so it's pretty out of character. Occasionally he lies down on the floor with it and wrestles with it. We have another older male cat that has for years "masturbated" with blankets/stuffed animals, and it seems like Garbanzo is trying to do the same thing with his cow, but like...can't figure it out. The howling seems to keep going on for longer and longer each night.

At the same time, he's gotten more anxious and short tempered with the other cats in the house, which we attributed to the fact that we added a new kitten to the family in December. I would say about 95% of the time, the cats all get along fine, but he's started hissing and territory disputes (who gets to sit on the couch with us) at least once per day, which in the past only happened maybe once every couple of weeks.

We tried CBD treats to help with the anxiety, but we don't think they're having much affect, and they haven't stopped the howling that is keeping us up at night. Has anyone else seen such an intense change in behavior? Is this something a vet can help with/are there other solutions we can try to help him feel better?
