Questions about getting an emotional support animal letter

I have anxiety (have had therapists in the past and its something I struggled with a lot and still do to some extent) and pretty sure I have depression. I have a lot of physical health problems. To the point I haven't even really bothered addressing the mental health ones because its just too much for me to deal with at once.

My apartment charges pet rent. Pet deposit. Which while I think unfair I have 0 issue paying. However my cat is under 1 year old (visibly so) and they won't let me take it with me because they have a minimum age limit of 1.

To get a letter is my doctor sufficient or does it specifically have to be a therapist? I don't see a therapist because therapy hasn't been very successful for me so far. Would I have to set up an appointment with my doctor and get an actual diagnosis first? Or is this something my doctor would likely be willing to do over the phone/through myhealth messaging because of the current situation. I don't currently have a diagnosis of any mental health issues so I'm not currently seeking treatment. Which is why I am reluctant on this whole process.
