Would it be better to apply for a personal loan or care credit for a surgery for my cat?

I posted this in r/personalfinance but thought i might also get some good advice here. Also if anyone has any information on chylothorax or experience with it I'd love to here about that too.

I'm looking for some advice on which would be a better option when it comes to paying for an expensive surgery for my cat. It is a rare surgery called thoracic duct ligation done when fluid builds up in/around the lungs and heart with no diagnosable cause. I've already spent a lot of money getting the diagnosis and multiple emergency treatments which has all but drained my savings and now this is only option left besides putting him down, which for me is not an option. A rough estimate I was given said it would be between 12,000 to 15,000 dollars.

I have ok credit, above 700 but I'm only a retail worker and hours have been severely cut, about 15 hours a week. My bank is a credit union with what I think are pretty ok rates but my sister said I should apply for care credit which I've never heard of. I was also told since this is a preexisting condition pet insurance wouldn't cover it. I don't have much time to really sit down and look through absolutely all options as he needs this surgery sooner rather than later since its affecting his quality of life. Each time he has to be seen by an ER dr. (About every 36 to 48 hours now since being diagnosed on june 23) they push harder for potentially putting him down.
