There is a dog in our flats car park kept all day (8 hours at least) tied up in an open car boot with food and water. It’s not private grounds too so its so dangerous!
We have been to the guys door to tell him his dog looked distressed and he has laughed it off and collected the dog. Can’t find much info about this kind of thing but do we have a case to report to SSPCA? I know they are busy right now so worried that they won’t take it seriously if he has food and water, should I speak to the owner again? Worried about this poor pup!
