Need advice about adopting a dog...I think the animal shelter is keeping it for themselves.

Hi. First thanks for reading this. I found a dog. I've been looking for my son's missing cat and stopped by the shelter to see if he was there. I saw a dog there that immediately just...seemed like, I don't know; family. I don't have a dog, I've had three in my life and losing them is too hard so I wouldn't just get a dog on a whim, but this one...she just seemed like family almost from the first sight. She is a husky mix. Anyway, the shelter has her on a supervisor hold. They said she is having a dna test to see if she has wolf in her and if she does they can't adopt her to anyone in city limits. This I don't doubt, but it gets a little strange at this point. I will either stop by or call (their hours at the shelter clash with my job schedule so I have to leave work early to go see her) or I call to see if she her tests are in yet. My last phone call a woman answered and when I asked about her status the woman stammered a little and said the dog is spoken for. Now, I was told the first time I went in ( and it's on their website) that they do not do lists or claims and it is a first come first serve operation for adoption. It's why I check everyday. I started to tell the woman this and she started to back track and then asks me how I even know about the dog since she is not on the website. I told her I saw her in person. The lady then told me that this dog will now be considered a rescue and will not be available for adoption. I started to ask more questions: how can I adopt a rescue, who can I contact to apply as her rescue home. Then the woman tells me that I will need to wait until they post the dogs profile on petfinder and she cannot go into more details. I didn't want to be pushy so I left it at that. I went down there that afternoon and spoke with someone; it wasn't the same woman, that I could tell immediately. They told me the issue with her waiting for the dna test to come back and nothing about anything the woman on the phone said was anything they had heard before about adopting. Here is my question, I called them and asked if someone who lives in a rural part of my state that allows mixed breeds of wolf wanted to adopt her could he without waiting for the dna test and was told no, that they will still need to wait for the dna test. Is this right? Am I paranoid for thinking that a shelter worker or friend of one has already laid claim and once the dna test comes back I'll hear that she was adopted by someone else? Again, I never adopt pets so I don't know the rules or anything I can do here, but I do think that I should have a fair chance at bringing her home. Any help is appreciated and if not at least thanks for hearing me out.
