Why is my fish trying to lift my other fish up in the tank?

Hi everyone,

I've got two fish in a fish tank. Today, one of the fish is just laying at the bottom of the tank, even when it was food time. The other fish is very often pushing him up from under.

Is he trying to make him go eat, what is going on?

Another unrelated question but, if down fish dies, it seems that fish are social, should I buy another fish for the other guy?
