Are We Over-Indulging Our Kitten?

We adopted an adorable kitten at 8 weeks (would have waited until he was older but the mother's owner wanted to rehome the kittens then.) He's now 16 weeks old. I work from home so he gets a lot of attention and I spend the majority of my time with him. He's allowed free range of the entire apartment apart from the entertainment room due to his tendency to attack/leap on the electronics. He's allowed in there if we're there, otherwise, no.

We have play sessions with him throughout the day (with interactive toys plus his plushy toy which he loves to attack) so he gets hours of playtime during the day, he has the best quality vet-approved dry & wet food, his kitty litter is cleaned twice a day and changed every few days. He also has a lot of climbing equipment/stuff specially for cats. But he still zooms around the apartment like a madman.

He also yells his head off if we're not in the same room or leave a room for even a few minutes. He does sleep through most of the night (after his evening play session) but wakes us up at dawn every morning (he sleeps in the bedroom) by yelling or attacking our feet. If I don't get up, he keeps yelling (even though his food bowl still has food in it etc.)

Worst of all, he's taught himself to open taps (which he does if we don't get up) and windows - this is very stressful as we live on the 12th floor. Thank goodness he didn't get out and fall. It was a very frightening experience seeing him trying to open those windows. They were doubly-secured but he figured out how to remove the bindings (he's very bright) and had nearly got the latch when I caught him at it. We're now using special equipment brought from the hardware store so should be safe.

Is there anyway to help him calm down or be less needy? He's a lovely boy in many ways and he gets a lot of love and attention. Should we be disciplining him more? Or perhaps look into neutering him sooner rather than later?
