Cat suddenly not getting along with brother ONLY at night

So I have two cats, one of 4 and the other is 9. My younger one is as active as expected for a cat of his age, loves to play a ton. We play with him 2-3 times a day at scheduled times, generally in the morning, in the afternoon is he's frisky, and at night before dinner, for about 20 minutes at a time or until he tires out.

We've been having issues in the last 4 months where at night after dinner our younger cat will NOT leave the older one alone. He constantly jumps on him and tries to bite him, and our older cat will hiss and meow to try to get him to back off. We've had him for well over a year, but this has cropped up recently.

We can't figure out how to make him stop. They get along just fine during the day, and my younger cat even grooms my older. It's just at night when he gets frisky that no matter how much we play with him he will NOT leave the other alone. It's exhausting to get up every 10 minutes because we hear a hiss and meow from the other room.

Our vet gave us gabapentin but it seems extreme to put him on a sedative every night.

Does anyone have advice? We've tried playing with him more, different toys, everything we can think of to get him what he's craving from somewhere other than his brother.
