9-month-old kitten nervous with everyone but me?

My fiance (27M) and I (26F) own 2 cats--1 adult male and 1 male kitten. The cats get along great, but the kitten (let's call him Tails) is nervous around anyone except for me. He's very attached to me, follows me around, and cries if I close the door behind me. He's a little angel with me. But he's very nervous with my fiance and anyone else who comes near him.

For the record, my fiance is very sweet--our other cat loves him. But despite the fact that he feeds Tails just as often as I do, also cleans their litter, etc.--Tails runs whenever he comes close. If my fiance tries to pick him up or pet him, he panics. He won't even approach my fiance for treats when he offers them. We're hoping that he'll come around, but he's currently 9 months old and we adopted him at 8 weeks.

I'm the one who mostly "raised" him since I was at home and my fiance was working when we adopted him (thanks, pandemic), so it makes sense he's more attached to me, but the fact that he freaks out when my fiance or anyone else tries to even go near him is worrisome. Is there anything we can do to change this, or will he perhaps outgrow it? Or is he bound to be a nervous wreck around anyone except me, lol.
