My neighbor frequently leaves her dog in a tiny apartment for 14-hour stretches. Happens 3-4 times per week. Is this abuse?
Just now she returned after a 24 hour absence. It's the second time she's left the dog in there that long. The dog is a Golden Retriever mix. Medium-sized dog. Howls for hours when she leaves him. You hate to see an animal neglected, and I'm wondering if this is verging on abuse.
