Is there any hope of training a senior dog who has gone outside their entire life to learn how to go on puppy pads in an apartment? And not on the carpet?

Despite the typical reddit trope, I am literally asking for a friend (or in this case an elderly relative who was just forced into an apt and doesn’t want to give up her dog).
