My Dog is struggling to walk but my dad refuses to let a vet look at her.

Hi I'm struggling a lot with this and I am just looking for some advice.

My dog is quite old (14) on the 6th of January. And she's had issues with her back legs for the last few years. Well recently it's exaggerated to the point where she can barely even walk, Often collapsing to the ground and I feel like we should get a vet to look at her in case it's something that can be alleviated or even fixed as when she is not walking she actually looks fine and she just sleeps like usual.

Unfortunately my dad is refusing to let a vet look at her. at first when I brought it up, I thought it was due to the covid situation (he's in the bracket where he needs to self-isolate due to health issues as such so am I since I live with him.) So we couldn't go out to a vet, but when i reccomended having a vet come here he said vets don't do that. After looking it up I found a website where vets will visit. And yet he still refuses to let them come and look instead he would rather take advice from my uncle who has a dog in a similar situation who got advice from the bet for his dog. (Just told him to give the dog two paracetamol every day)

Now I realise that I'm at an age (23) where I can probably call them myself without his permission. But I feel really uncomfortable about essentially undermining him. We already currently have a pretty rocky relationship, partially due to me suffering from severe depression and anxiety which had almost forced me to being completely housebound in recent years. But I can't even sit in the same room with my dog when I watch her struggle to move or just collapse on the floor. It just upsets me too much and I feel like if there's a chance that bring the vet can possibly improve the situation then I feel like we should take it.

Fyi: she is a Border Collie (14) and we have been giving her 2 ibuprofen with her dinner for the last year or so and recently switched to paracetamol.

Sorry for the long read, i felt like it would be easier to understand my situation if I gave a more detailed explanation
