Adoption application for a cat declined because I would have to keep it indoors

I just have to vent. I don't know if I'm in the wrong here. I've always wanted to adopt a cat from a rescue group/shelter instead of buying one privately. Because of my living situation I can only have an indoor cat (top floor apartment in an area with lots of traffic and construction). I chose to apply for adoption to see if they had a cat match, and put focus on all the time I have for the cat and my wish to compensate for the indoor life (taking the cat outside in a leash etc). The shelter replied (rather rudely) saying pretty much only that it's in the cat's nature to be outside, and added that kittens are an absolute no go aswell, because we can't know their personality. The end. I didn't even ask for kittens. I'm completely floored and devastated. I know me and my partner would make better cat owners than most people who are able to put their cats outside, and it feels so unfair. We love cats, and can never have children so our cats would be our everything. I understand why adult cats who have spent their lives outside and love being outside can't be turned into indoor cats, but why not kittens? Is being mostly indoors a personality thing? Frankly I'd rather have indoor cats even if I had a choice. This has been a very sad rant from a cat-less human who will no longer hope to get a shelter cat..
