Is it possible that one of my cats is causing the other to eat too fast?

I have two cats, 3 years and almost 2 years. The older cat is a tabby and they're both boys. My tabby has been getting a bit chunky and he often cries for food and searches for it in the cupboard. My younger cat is much smaller. He's more active and playful, but I still think he's kinda small.

Over the last couple months, starting in the summer, my younger cat started throwing up which he rarely did. Usually hair balls and sometimes barely digested food. I worried that he was getting into something, but it wasn't common enough to be an issue. I figured he was getting hairballs, eating too fast, or his fur was changing.

This morning I gave him some water and he threw up a hair ball and clear liquid (I'm assuming water) a couple minutes later. Other than that he's still very playful and active. He doesn't seem to be acting any different than normal.

Is it possible that my tabby is causing my younger cat to eat and drink too quickly? Because maybe he feels there is not enough food or the other cat will eat it before he can get to it? I'm starting to wonder if his growth is being stunted because my other cat is hogging food.

Do you guys have any recommendations or experiences like this?
