A guy who lives in a building across from me walks his 3-5 dogs but doesn't keep them on leashes. He is most of the time yelling at one or another of them who is straggling or going somewhere else for a sniff. Just heard him yell at one of his dogs again (you can hear him across the street) and call her a "f*ing idiot". I don't like this kind of behavior and I have already called animal welfare, but they basically asked me if I wanted to file an investigation, and they would need this person's address with apartment number, something I can't really provide.
I'm not sure if this kind of behavior is considered abuse or if there's something else about the owner. I'm just looking for any information or input on people's experiences with owners like that.
