Feeling guilty for not letting my cat go outside

I feel like I am stripping him of something good, like we are golding him hostage or something but I have reasons to keep him outside:

1. We live in a crazy neighborhood

2. I do not own our house

3. My dog once wanted to go freely like other dogs, he really wanted to run and play and I just let him. He is a sweetheart and never barks, never bites (husky), and one of our neighbors shot him😞. I was 14 at the time and nobody ever pressed charges (my parents are sadists and enjoyed seeing me get hurt that my baby died, they did not even make a funeral, just dumped him into trash💔💔💔💔💔💔💔💔)

4. He might get deceases outside
