My girlfriends cat is aggressive to my dog

The title says most of it. We moved into a new house together about six months ago. Her (male and neutered) cat is fairly pampered but nothing really out of the ordinary for most host cats so I don't think his ego is entirely out of hand. His name is Dilbert. My (male and neutered) dog is about as ambivalent as they come but he's avoidant of Dilbert to a fault it seems. His name is Bear. I'm not sure what to do at this point. Dilbert usually is fairly affectionate to the dog, rubbing up on him and playing gently when Beat walks by. Occasionally though he'll run on him like he's being nice and Bear will walk away and shy his face (likely from being attacked repeatedly). This apparently pisses Dilbert off and he chases after Bear and swats him in the face garnering a yelp. I usually get to the scene within a second and Bear is hiding against the wall or in a corner and Dilbert is still in the lowered haunches, aggressive mode. His scruff reflex doesn't work anymore so when I pick him up unceremoniously he just growls and yells and fights me, often scratching me. Today he got me on the lip in a couple places. I'm tired of it feeling like my dog is skittish and the cat is just a bully. What can I do?
