Feral cat problem

We live in a small city, and our neighbor has been feeding ferals since before we moved in. Had we known, we probably would have reconsidered the house.

Now that we have a little one and another on the way, it's becoming more and more annoying.

We find cat poop everywhere which means it's unsafe for me to be out sometimes because cats and poop are everywhere.

They have started using our toddler's outdoor toys as places to hang out and pee all over.

Our garden has been torn up every time we plant something.

A momma cat just had kittens under our tarp and left one dead there, so that was awful to dispose of.

One cat in particular tortures our poor dog all the time.

The neighbor is an elderly lady, about 70. She lives alone and has allowed her yard and shed to become a breeding and hang out space for the cats. There's a colony of about 10, changes every year.

She sees them as her babies and has excuse upon excuse about not doing TNR.

We don't have the ability because I've been pregnant the past two years and it's dangerous for me to be around ferals.

I'm just super frustrated and I don't know what to do. All the rescues around here don't do TNR unless we literally do everything. No one is taking kittens or ferals.

How can we get it across to this neighbor that she's not being responsible?
