I found a budgie on the street and brought it home HELP

Background story:

So the title says it all, I was walking home with my friend and we saw a neon green bird just chilling on the side walk in front of a house. The window was open so we thought it must have flew out when they didn't pay attention to it, se we asked them if it's theirs but it wasn't. Then I decided to take it home with me, because I didn't want to leave the poor bird on the street. Turns out parrots are NOT easy to take care of, which I knew even at the beggining but just didn't think about it? We already started looking for the owner but they didn't contact us yet. But my parents are not willing to spend much more money on the budgie until we're sure we can't find the owner, which means at least a week without a cage, toys and other stuff meant for parrots. If we'll end up actually keeping it (which my whole family would love to because everyone fell in love with it on the first day), we'll make sure to puchase everything for it, but for now I'm just trying my hardest not to go insane.

How I took care of him so far:

Because we don't have a cage, I just let the Budgie fly around in my room, and I just clean up the poop everytime I see it. I fed it with sunflower seeds (unsalted of course), sesame and linseed. But now that I found out they need to eat much more vegetables and fruits than seeds, I gave it some apples and cucumbers, but it only ate a couple bites of the apple. I sadly don't have any toys to give it, so it spends most of it's time chewing on my carpet, which I don't know how safe it is for it, but if it's not I'll just go and buy it actual toys and bird food too. I gave him water, but it doesn't drink often, so I'll probably try changing the dish to a different one. I also gave it a larger plastic bowl that it can clean itself in, but it didn't even go near it. For the night I had to leave it under one of those large plastic boxes with holes on it, because that was the closest thing I could find to a cage, and I put a towel under it, but now I know I probably shouldn't have because it's claws probably got stuck in it a lot. This morning, alltho it got more confident with flying around in my room and starting to make noises, I think I lost it's trust a little, because now it flies away from me a lot, but I think it might just be that yesterday, when I brought it home, it was more scared and that's why it let me pick it up and stuff. One of my problems is that it's belly is really dirty (it wasn't yesterday) and I don't know why (I think it might just be poop, but it can also be just dirt he collected from walking around my room), and it just refuses to clean itself, even though I read that they really enjoy doing that.

How can I take care of it without a cage, dished meant for birds to eat out of and toys?
