In need for advice concerning a friend's rescue dog

Hello to all of you precious beans!

I'm writing this because a friend of mine got a rescue dog about two weeks ago. It's a 3 year old German shepherd who lived in a 2 square-meter cage for his entire life. So far he's pretty well-behaved and is adjusting well to his new life.

Tho there's one thing that he does. He constantly keeps nibbling on my friend's and her mother's hands and arms whenever he seems to feel frustrated or want something from them. It's a gentle nibbling, he clearly doesn't want to harm them, but it still hurts. He goes "crazy" with this, is how she describes it, to the point where they both can't even get a proper night's rest.

Both my friend and her mom have many years of experience concerning rescue dog-care. They just can't figure out why he does this and what he wants to tell them. It's not about food, about wanting to play or about wanting to go outside, as he continues doing this even when they offer him these things.

Does anyone have experience with this, maybe with a dog that behaves similarly? Maybe it's an attention thing or it's because he's still adjusting to his new home?
