Lots of stray cats near my house, should I do anything about it?

My neighbor feeds these stray cats and they live outside right by his shed, but they aren't his cats, and if they are, they never go inside his house, ever. One of them died :( and he didn't do anything for a while? He's pretty old btw, probably in his 70's. Someone I know said you can trap them, bring them to a vet, and have them spayed/neutered, which I might do since there seems to be kittens every year, and there are ~9 cats now. Should I do anything?
