My cats don't like each other

I own two cats which I've had for about more than half a year now and they've been living together ever since we've adopted them. They aren't from the same litter and aren't related. Although they distanced from each other at first, after a while they appeared to be alright with each other and even slept with each other and groomed one another. That was a few months ago when the weather was cold.

However, over the past few weeks, the male cat has become more mean to my female cat. (Both have been spayed and neutered). He mainly grabs her tail and pounces on her, biting her neck. I'm not sure if he chooses to grab her tail because he doesn't have one or if it's just easy to play with. Because of this, my female cat has become overly aware of him and I've realised that she kind of growls/yelps even when he's just sitting next to her and isn't biting her.

Whenever they fight, I take the male cat into a room with me just so they can have some space but then he starts meowing at the door. After a few minutes I let him out but this method seems to be ineffective because sometimes, he goes back to pouncing on her after a few minutes.

When I'm around, he pretends that he's going to pounce on my female cat but he brushes against her and then dives for the ground near her instead, almost like he's trying to get a reaction out of her.

Is there anything I can do to help my female cat trust him a bit more and get my male cat to be less of a bully?
