Animal control stole my dad's turkey without verifying it belonged to the house it was in the front yard of which had a barn

We let our turkey roam free, and it has an area to sleep at night so it can stay safe. One day, animal control was out and just scooped the turkey out of our front yard. Lights were on inside; cars were at the house, but animal control failed to verify that it was his. The problem is that he has a whole farm and many other farm animals such as peacocks, ponies, etc.; animal control still failed to verify if the turkey belonged to him.

Later that day and my dad realized that the turkey is gone. He checked his security camera footage and saw them steal his turkey while it was in his front yard. He called the animal control to retrieve his turkey and they told him to drive about 30 minutes to the house that was caring for the turkey. Of course, he refused and ordered that they bring the turkey over.

Here is where we knew that they stole it rather than tried to care for it; the woman who was taking care of the turkey came over to bring it back. My dad talked to her for a while, and it turned out that her pet turkey had JUST recently died, and she was looking to get a new one. This is why she took it directly from the front yard with no hesitation.

TL; DR: Animal control stole my father's turkey so one of the members could care for it as a pet
