Advice on helping my cat have a better sense of food security

I adopted a cat a few months ago and he's very affectionate and well-behaved, but since he was a stray not long before I adopted him, he doesn't seem to understand that he has enough food. I have been feeding him appropriate amounts for his size (a little bit too much if anything), but he will start chewing on paper and other things to give me the hint that he wants food even though I fed him maybe an hour or two before.

Is there anything I can do to help him have a better sense of food security or should I just stick to feeding him twice a day + daily dental treats and wait for him to grow out of it?

Maybe the problem is just that I need to get him to stop begging for food.
