Bring outdoor cat inside

I adopted my cat when he was 6 months and I lived in a studio and he hated it and ripped out my blinds no matter how many toys or how much I played with him to tire him out. So I let him outside at first for a couple hours, then it turned to him coming home to eat then it turned to him coming home to eat every couple of days. My neighbors love him and he would sunbathe and sleep in their garden. 3+ years later, I had to move but I couldn’t take him immediately because I didn’t know where he was. I stopped by the garden everyday to see if he was there and texted my neighbor if she saw him but she’s a flight attendant so she was solemnly home. One month after moving, aka today, I stopped and saw him in their garden and was like ‘fuck it’ and went in to grab him. He cried so much and now he’s in my one bedroom but I don’t what is the best way to help him adjust. I left out catnip, toys, treats, food, water and a litter box but he’s not interested in it. I have to leave for work in an hour and I don’t know if I should take it off to be with him or let him explore on his own. I’m unsure if he even remembers how to use a litter box because it’s been so many years. Internet articles just said to transition slowly but that’s not an option and I don’t know if he’d come back if I let him out now. There’s also a half indoor half outdoor cat that comes and says hi to me and he’s meowing at door and my cat does not like it so that’s why I’m also hesitant to let him out. TLDR: After 3+years, I moved and need advice on how to help my outdoor cat cope with being inside
