How do I relieve cat hydrocephalus without an operation?

My cat, a cute garfield, has water on his brain. He can't have the operation because of 2019-nCoV (there's no doctor can do this operation in my state, and it's inconvenient to go to other state). I have done everything to relieve hydrocephalus, but seems to be futile.

I wish to get some advice. Thank everybody and forgive my poor english.

-------------------------------------- Here is the description of my cat

Garfield, male, 3 years and 9 months,3.9kg
1、medical history
poor digestion, hip dysplasia, hydrocephalus
2、previous treatment
it was injected with omeprazole and a long-acting steroid medicine on Feb 19, and then treated by omeprazole, prednisolone and arthritis medicines. Symptoms did not ease.
it had increased number of tremors with occasionally shortness of breath. Then it was treated by omeprazole and traditional Chinese medicine, and it had stem cell intravenous injection on Mar 5 and 10. Symptom did not ease.
it had Mara fungus on one ear for 2 to three days and we use epiotic to clean it twice a week.
3、recent symptoms
lethargy, head tremor, panting, asymptomatic fright, ear flicks, weak limbs, poor appetite, normal bowel movements
