Is allowing a dog to crap and pee all over the house considered neglect? Bad roommate!

My brother is an absolute slob!! I can't stand this anymore. His room is a pigsty. He has a middle aged chihuahua who he never takes outside. He was never trained, so not only do I wake up to piles of crap all over the house, but he snarls and bites anyone who gets "too close" to his toys or his food. He never gets punished for it either. My brother ignores it.

Is letting a dog crap and pee all over the house considered neglect by law? I know the bites are probably more serious (he has made me bleed on more than one occasion!) but what does the law say about never taking your dog outside?

Just to put it in perspective, my brother has a towel laying up against the side of his bed that is drenched in dog pee 24/7. He sleeps on the bed with that towel hanging off the side of it. The dog is almost always just inside the room with him while he sits on his ass playing video games all day long.

I don't want to give too much information (which is also why I'm using a throwaway account) because my brother is on reddit. But before anyone chalks it up to him being young and immature, he's in his mid 30s. He does keep the dog fed and he has water too but that's pretty much the only thing..

I would like to put in a call to the ASPCA if this is considered neglect but I'm just not sure if it's enough or if I would be overreacting by doing so. But damnit I'm getting REALLY tired of our carpets getting stained with crap and urine every single day as well as him barking and snarling his head off anytime I walk past his bedroom door!

Sorry if I sound angry but that's because I am. I love dogs but this little rat needs to go!
