Do you have to sign paperwork for a pet mouse (or a pet hamster)?

My parents are very liberal when it comes to parenting. I proved I could care for a mouse. I got the cage, did research on the food, and all that stuff. I'm going to name them Charlie.

But they said they don't want to have anything to do with it, and it's entirely on me. I can drive, I have a job, I can fully support a new mousey friend. But I am 17, so... Do I have to be 18 to get a pet mouse? Additionally, I also one day want to get a hamster but my birthday isn't until next March. So do you have to be 18 to get a pet without a legal adult with you?

My parents refuse to go with me and they refuse to be involved at all. Will I have to wait until I'm 18? I'm fine with that if I absolutely have to but I think now given the times would be the best time to really get in some bonding with my pet. I'm very lonely and want a furry friend more than ever (even though I've been researching and wanting one before these odd times).
